Yes. That is the transition for Act I to Act II (so make sure you finish all your quests before going!)

It seems so, for the moment until they have fixed all these minor and major issues.
I want you guys to know what I've been through. I have the signature edition to Xbox 360, where the Exiled Prince DLC should come free with a code or something, on the box it clearly says "Includes A download code for a playable character and bonus mission". What I got in my box was two codes for bonus stuff but none of them included Exiled Prince. When I check the market it still cost like 500ms points, so I decided to buy it after all, still pretty cheap. But then I also discovered that the file only is ~50mb, which means most of the content is already inside the original game( at least what I think ), so therefore you only pay for the key to unlock it ( my theory).
Anyway, at first I thought I had the DLC as the box said so I started to play for hours and then it started to feel wrong when I never got to see him or the quest for it or anything so I started to search for problems and then I saw you will be able to have him later so I kept playing and when I came to that part where you are suppose to meet him I still got nothing. Thats when I decided to buy the DLC, after I have downloaded the DLC and loaded the game again I got the missed quest directly in my journal and headed straight to it where I came to the big bug.
After the very first cutscene with sebastian I couldn't use the chantry's board, I tryed to click it for an hour or so.. and that stupid monk sister or whatever it is standing on the side just kept irritating me with her smile and repeated mumble. At first I thought she was the one not letting me touch the board so I really wanted to shield bash her.
So to make this short: What I believe is that you must start from act 1 to do all the quest you can with the Exiled Prince before you proceed to act 2. I have not tried this yet but it seem to work for those who started from act 1. If you start from act 2 you got the same issue as me that you can't use the chantry's board. I am sure they will fix this soon, probably next patch. If not well unlucky us who discover it so late.

Well here is the short version: First of all I did not even get the free Exiled Prince DLC as I should from Signature Edition (xbox360), 2 codes none of them included free download of the DLC. Anyway I bought it and downloaded it after I have completed act 1. So I actually started with The Exiled Prince in the beginning of act 2 that I believe was my mistake of all this. After the very first cutscene with Sebastian the Chantry's board can't be reached, you can't click on it even if the marker is pointing at it. There is only that stupid monk-sister thing standing on the side with her repeated mumble and irritating smile you can click on there. Wish I could shield bash her!
Anyway what I think is the problem here is that I started with Exiled Prince from act 2. You need to start from act 1 when you can to do all possible quests for The Exiled Prince before you proceed to act 2. I have not tried this myself but it seems that everyone who have started from act 1 have been able to use chantry's board and then discovered some issues elsewhere that can be avoided too if you do right as long as the issue remains. I'm sure it will come a patch soon that fix all this. I pray the maker that will happen very soon!

I've this same problem with my rogue in act 2 but my mage started the quest fine in act 1

I have only seen rumors that monday 14th will be the release of the patch, so It should already been released by this time. I haven't checked yet. It could be later too, it's good though if they don't rush the patch like they seem to have rushed all the DLC releases which therefore came with tons of bugs.

That's exactly what happened to me! It's so frustrating because (as far as I could tell) I also won the fight! I'm not sure if you've found a solution to this besides restarting the game, but if anyone else knows of one that would be great! I'm not sure if it makes a difference, but this happened to me with the PS3 version. Ugh... what horrible place to have a sewer entrance.

I have no idea about the "Duty bug" if there is a bug. Sometimes the quest markers points at one and the same place even if there are more enemies around to deal with on a much larger area, they can be behind houses and stuff, you should try scout around the whole dock area and kill everyone you can. The marker sometimes have pointed up in the sky too and didn't show exactly where to go but still been able to finish the quest after eliminating exactly everything you can. Because not every time the mobs will run forward, some are campers and appears at different locations with no marker on the map.
I must try to make that bug come true on my next playthrough and see if something can be done.
