Can you find it early in the game or is it unlocked through some plot device?

Enchantment becomes available once you reach Kirkwall. Go talk to Worthy in the Market to buy runes and you can find Sandal in the Merchants Guild area to enchant your weapons and armor.
To craft runes you need to have collected the appropriate resources, but some merchants sell runes.
