 To resolve this problem just go to the dragon age 2 launcher click on configuration and change the directx 11 to 9,
this should make the game work,and if u want play in the high quality just install the last version of ur video board driver and the directx 11.

I didnt descovered yet hot to play in very high quality,cuz i already downloaded the patch and the very high still dont work.

Same problem here, I tried switching to Direct x 9, playing on windowed mode, adding it to the firewall exceptions, running it as administrator, and reinstalling.
