I have the PC version of Mass Effect, and all my specs check out. I created a character a few weeks ago, then decided I wanted to start over. Now I have no idea what the issue is.
When I click "finalize" at the end of customizing character, it instead opens up the menu for "nose" or whatever feature is selected. I also cannot hit 'back'. I'm simply stuck at this screen. I couldn't find anyone else having this problem online.

"Finalize" means you are done don't click that until you are finished completely.

*I am fully intending to click "finalize" but the game does not allow me to do so because it thinks I'm clicking on the customization menu options, so it opens one of the menu options instead of actually finalizing.

Having this same issue. The only option that lets me hit finalize is 'cycle presents', which sort of defeats the whole purpose of customizing the face in the first place.
Plus, the sliders just go wherever they want. the arrows glide about the screen on occasion, the options sometimes jump about the screen or vanish entirely... Is windowed mode just broken or something?

Asus K53S laptop
- Intel Core i5-2410m @ 2.30 GHz w. 4 CPUs
- 6 GB DDR3 RAM
- nVidia 540m processor, 1gb VRAM
- Realtek 64-bit sound drivers
- Windows 7, 64-bit, SP 1
- DirectX 11

Things to try.
1) Patch the game if you haven't already.
2) Disable the Dev console.
3) Reinstall the stock/backup .ini.
4) Reinstall the game.
5) Alter your screen ratios.
6) Remove any mods used in game.

Further to what Mcsupersport suggests, what it looks like to me is wrap-around caused by an incorrect screen aspect ratio.
Do a search for masseffectconfig.exe and run it as admin. Under the "Video" tab should be some drop down boxes. Set your screen aspect ratio in the second box, before settings your screen resolution in the first box.
Whats the driver version for your video card? Newer drivers can often have detrimental effects on older games such as ME1. Mid 2010 drivers are the last known stable releases, with newer ones being hit and miss.
Also, be advised that mobility chipsets arent really supported in ME1.

Okay, fixed this glitch myself. The first paragraph is me explaining what it's like to experience the glitch. The second one was my fix. My system specs are basically the same as MisterDre's, Asus, mobile nVidia (possible the root of my woes), i5 processor. Also, I should note that I got my copy via Steam. Since this post was the only Google result I found that discusses this glitch, I figured I'd post my solution to help future searchers:
At first glance, it definitely SEEMS like a GUI glitch when you encounter it (I even took a video of it, was about ready to upload it to YouTube and ask for help). This was a frustrating situation because it's not just in character creation, it's in all the menus - I first noticed it in "options". The weird thing about the glitch, is that it basically registers two clicks. So in options, if I highlighted the "Film Grain" yes/no box, and then highlighted the back arrow, it'd click both at the same time. It'd change Film Grain, and then ask me if I wanted to exit without saving changes. In character creation, this would take you into the facial sub-menus (which lack the Finalize button, hence why the 2nd click couldn't register on Finalize). If you had last highlighted "Cycle Presets", the Finalize button doesn't disappear and thus the double-selection glitch actually continues the process. Now, this might not be perfect for everyone, but here's my solution:
I loaded up the external config program (for Steam, it was in "Steam\\steamapps\\common\\mass effect\\Binaries" folder. Not sure if that path is universal or just Steam-based but if you hunt for "MassEffectConfig.exe" I'm sure you'll stumble upon it). Based on what Bogsnot1 said, figured it may be a graphics glitch so I decided to fiddle with the graphics. I noticed that the config editor had me marked as 16:10, even though the game's option menu showed it as 16:9. Odd. So I dropped it to one of the 16:9 resolutions (I think it was 1280x768), and BOOM! It worked! I even upped the resolution afterwards and it still worked fine. I think the 16:10 is the root of all of this. However, if that's not your case, try fiddling with your graphics settings outside of the game. Resolution level and aspect ratios especially.

Sorry to resurrect this, but I had the exact same problem. I fixed it a different way.
Tinkering with video and resolutions didn't help but I noticed that I assigned the Left Mouse Button to the 'Interact" command under the Input bindings menu. This caused havoc with my menus in the exact same way as Khun Spoon described.
The only way I fixed this was to uninstall/reinstall ME (with 1.02 patch) and made sure NOT to assign the Left Mouse Button to the "Interact" command. If I did this even once by accident I had to start over as the problem does not allow you to remap the Interact key as when you hit "Apply" it keeps trying to change the assignment. Maybe more savvy players could edit the assignments with a text editor but I didn't want to mess with that.
