Not sure this is actually a bug, but it is quite strange. Everything in all stores has Restriction : Garrett. I cannot get anything for anyone else. I just got in Kirkwall after helping the mercenary.
Is that normal?

When you say "Everything" are you talking about all Armor (in which case this is normal) or are you including weapons and accessories as well (in which case this is not normal)?
