I am unable to do ANYTHING WITH IT. I can't register, it says that the key is disabled, I can't install, it says the key is invalid, I have the Signature Edition for the PC

Are you in Europe? If so you will have to wait until the game unlocks for your region.

What store did you purchase it from? And what is EA support telling you?

I got it at Gamestop, and EA Support is trying to give me a new promo code or ignoring me

For that sort of problem you will have to keep talking with EA Support. Unfortunately if your CD key is disabled you may have to wait for them to give you a new one. If you don't have any luck by tomorrow send me a message.

I registered my game and promo code given to me by Gamestop on my receipt (in U.S.) my game registered and it says my other 16 digit code registered but nothing shows up in my game. Also i liked dragon age 2 on Facebook and did not receive those items. Also I signed up to Penny Arcade and I did not receive that item. What is going on? what did I do wrong? These are too many accounts trying to link into one I think. I WANT MY FREE CONTENT! It's the only reason I pre-order!

You have to link your Xbox gamertag to your EA account. You can do so on this site:
https://profile.ea.com/
Log in using the same username/password you use here. Under "Persona" add your xbox gamertag.

Where can you find the UPC code? Im playing the PS3 signature edition. I cant find it. Which part of the Box is it? How big are the numbers?

Back of the box, lower left hand corner. Those numbers under the barr code. Mae sure you include ALL the numbers, including the two smaller ones. Also the back of the manual, lower RIGHT corner.

All DA2 UPCs are 12 or 13 digits. Make sure to include the little numbers on either end of the UPC. If you did this and are still unable to register please PM me your UPC and I will check into it.

You might want to change the instructions on registering a CD key as well.

It says it doesn't need to have dashes, etc, but both DA:O and DA2 would NOT register unless I used capital letters AND included the dashes.

Both are PC version.

Haha thank you this was my problem.  Seriously they make those two digits seem like they are totally not related to the string of numbers. 

I didn't even notice them until you had me looking for them  

edit: I noticed on some other games they actually include a picture detailing the entire string of numbers, which would be helpful to add for the DA2 page.
