-Bug, Started game no sister, nothing spawns, wearing nothing.

The Game loads up fine, starts up fine, cinimatic plays, but then when the epic story begins my char is wearing nothing, the sister is not there and no ememies spawn. I've check caches, reinstalled, set my graphics lower, turned off dx11, and tried no installing any additional content but to the same effect. and the game crashes if i attempt to access the char screen.
