I get this error whenever I run the configuration utility, either directly or after pressing "play" in the opening menu. I had the same problem with the Demo, but was able to bypass it by running the game directly from the bin_ship folder.
This time however, I can't get past the release date check. It ran the check once, then brought me to a window with the blood dragon logo at the right that says "This application is unable to run on guest accounts or Windows accounts without sufficient privileges. Please log in using another Windows account." This occurs even when I run it as an administrator.

I'd like to provide my system specs, but I can't get a clean summary. The Dragon Age: Origins config is encountering the same problem, as is the regular System Information app. There seems to be a problem in the Windows Management Instrumentation, which I am now investigating.

I have the same problem on 64-bit Win7 and could also run the demo in the same way. Can't find any tools in Windows that aren't working, however.

Solution: It turns out Dragon Age: Origins had this same problem. The work around is this:

Configuration Utility crash workaround!!
You can bypass the ‘Configuration Utility’ by just going to your dragon age install folder bin_ship and starting daorigins.exe (this the main game). I completely deleted my settings folder and it just created a new one."
