 There is normally a search box in the grey bar near the top of the page (the bar with "Jump to:" and "Forum Settings" in it. It does not appear to be there any more.

It will come back after the rush from Dragon Age 2 launch has passed. In the meantime you can use Google search and append "site:social.bioware.com" to your query.
