I'm still having trouble with this as well, even after the PSN store updated.
I do not have a Credit Card on file in billing info (I buy PSN cards to purchase off the PSN network. I seem to be able to connect to my PSN account just fine, as well as the Dragon Age servers. Every time I try to enter the code though, in-game or through PSN account management, same as the other people here, It acts like it's redeeming all three items. It asks you to confirm that it's subject to the terms and conditions, and bam, error code 80023102.
It used to act like it was trying to contact the servers before giving me the error, but now it's just immediately error-ing out, like it's not even trying.
Patiently waiting for this to resolve itself so we can start the game.

Same thing here man I feel your pain ive been waiting for a long time aswell. I wish the moderators or someone more official would resolve our issue or atleast give us an ETA. I hope Bioware care enough about their customers to find out why their product isn't working on PSN Servers.

I was in the same boat. My code worked just fine, but when I tried to download my stuff I got the exact same error message. I was preoccupied doing other things so when I got the error message I would leave it there and go back to my other projects and try again. Eventually after about the 4th time I started googling that error message to try and find answers. A couple tries later, it worked and I was able to download it.
I don't know what the problem is, but I didn't have to re-enter my account information or anything like that. I just waited and kept clicking "confirm" until it worked eventually.

How do you find the code? The only number I have is the UPC number that I registered the game with.

You should have an insert that came with the game.
