I can't select anything higher than DirectX 9. I can't select anything higher than medium settings. I have the high res texture pack and that didn't help at all.
My card is a GTX 275 FTW and I'm running Vista 64. I've tried just about everything I can think of. Please Help.

The game doesn't run dx10, only 9 and 11. With dx9 the highest settings are medium.

You won't be able to select Dx10 but if you want to try and select Dx11 this topic helped me.

Directx 11 Render is backwards compatitable with Dx10. So there is no need to have a Dx10 render. If you have dx10 you are suppose to use dx11 renderer.

Sounds like you need to install DX11. As JamesX says, the game does not have a DX10 renderer, but the DX11 renderer is compatible with DX10 cards.
Install Vista's latest Service Pack (SP2, I believe?) if you haven't already done so, then look for the DirectX 11 installer for Vista.
