So where does one get enchantments done? Got the runes, but cant figure out how to or whom to see about using them.

When you first arrive in Kirkwall, Sandal can be found in the Merchant's Guild area of Hightown. It's the area where you met Varric for the first time.

Sandal is nowhere to be found in Hightown in my game. Do you mean in the center of hightown among all the other merchants? Maybe he comes along later in the game? Is there no other way to inscribe runes?

Do you not recall the area where you met Varric and where Bertrand hung out? Sandal and Bodahn were right there. I don't know if they move by the point you're at, but that's where they are in act 1.

If you check out your map, you'll see the little icon and if you scroll over you'll see the name bodahn.. thats where you'll find him

Sandle isn't enchantment anymore. He actually have multiple volcabulary now 
Not nearly as charming.
He is at the plaza with the Dwarves. You can see him in the background of the opening cutscene after the First Year.
