That's there to cover up the black line on the neck between the head models and body models. 

It's the same reason both Merrill and Beth are wearing scarfs, which are evidently signs of magical power in Thedas. If you ever see somebody walking up to you wearing a scarf and monocle, I'd get the hell out of Dodge. 

I remember a few times in DA:O when I'd try to run with a bald character, and inevitably would get mildly creeped out by the sometimes visible back-of-neck seam in a cutscene closeup.

The one time I tried for a bald Hawke I was left with a hideous deformed freak whom I should have examined from all angles while still in the character editor.  (In fact, I was so scarred I haven't tried tweaking any presets since. )

1. Who is he?

Only the red eyes part and where he resorts to magic. Using spells is always a sign of weakness. You are right, the trailer is pretty terrible... But hey, atleast it has main character with a beard, would be unwatchable if it had woman holding her own against Qunari warlord. That would even more unrealistic. They should just go for warrior next time they try to do something like  that.

Even if we would agree that the trailer is pretty terribad and shouldn't be taken seriously... Lord Hawke is in covers, drawings and scetches!

he thought he was just another hiding blood mage, IIRC There is no indication orsino knew he was killing people in town for his experiments, let alone that he knowlingly aided him in killing hawke's mother
