Alistair complains about it. Given there were many in the Calling book I can only assume they tend to stick around Orlais.
I wouldn't be particularily inclined to be stationed in wet dog land either, let hairy mcgee do it instead.

Actually no, during the city elf origin Duncan says that he tried recruiting your mother, but because there was no Blight and no major Darkspawn activity he decided not to go against the wishes of the Elder.
I submit that during peace time the Grey Warden lifestyle appeals mostly to hairly, unattractive male loners, thus explaining Duncan's people and Stroud.
