Low FPS - Is My System Too Low End?

Hey I've been reading up on these forums for the past few hours and have taken the following steps of installing the new beta drivers by Nvidia, OCing my cards / cpu a bit, and turning off vertical sync for the game. I'm currently averaging 20-30FPS in game with DX11 and all settings maxed including high-res textures. The only setting that is turned off is AA, that is it. My system is:

i7-950 @ 3.4GHz
6GB RAM
GTX 460 SE @ 1024MB Overclocked (Two of these cards in SLI)

Is my rig running the game at what it should be or is it just another driver issue that needs to be patched?

I suspect it is a driver issue... or how DX11 is implemented in the game. I have an AMD Phenom II X4 3.4Ghz and two GTS450's in SLI... got about the same FPS using the same driver. I haven't the desire to fiddle too much, I'd rather play, so I switched to Dx9 on Medium with full settings (except v-sync... forcing that instead through the Nvidia control panel). In Nvidia I have some other enhancements set, AF x2, FAF Rendering 2, Gamma, AA x8Q, AA- Trans x4... with the high res textures the game looks great and zips along at 60fps.
