You should have recieved a slip with a Mass Effect 3 ad on one side and " Activate your Dragon Age 2 Online Pass" on the reverse holding a code to redeem. There have been reports of a couple of boxes being sent out without this piece of paper inside, if that is the case with you then the best advice I can give is the Support Site.

Assuming that you did receive this code and redeemed it, yet are still facing an issue of not being able to use your Signature Edition Items, check your User Entitlements page.

It should list three entitlements: Signature Edition Rewards, The Black Emporium and The Exiled Prince. If you do have these entitlements, click "more info"  beside them then "download"  at the bottom of the pop-up window. After that, just install and enjoy!
