I have 2 Xbox Live Gamertags and they seem to have been linked to two
different EA/Bioware accounts.  I really want all my redeemed stuff to be
consolidated onto a single account.  Is that at all possible?

Yes. Talk to EA live support, they can take of it. Even if they say they can't.
