Yea there is a quest were u have to search the warehouse in the alienage, and when u leave and head back towards the town he will show up.

Anso, a dwarf, is in lowtown at night. He will give you a quest to retrieve some stolen goods. This quest chain leads to Fenris.

Is there a glitch in getting him? I have done this quest and have not gotten him yet. I am also towards the end of the game. 0.0

Fenris is in Kirkwall. You meet him through a side quest. (My apologies if I'm telling you something you already know.)
I'm not very far into the game. I've just been playing all of the side quests, so I cannot tell you if you can get him later or not.

I'd never have found him, because I was sick of FedEx quests, and I was going to skip that one since I'd gotten the money.

Yeah, I never found him either. I think I skipped ONE SINGLE quest in the entire game, and there was no way for me to know at the time if that was the one that unlocked him.
Why does Bioware do this crap?

Because recruiting him is optional and if you skip quests you risk missing stuff. Although, they could have put the Anso quest on the Companions list.

I just beat the game... 33 hours and I did EVERY quest available. Yet I somehow missed this guy.

That would have been good, I think. You do so many fedex quests in Act 1 that it's not unreasonable to think someone might skip some, especially if you're already got the 50 gold. And if I'd missed Fenris, I'd be a sad panda..
