SOLUTION: How to unlock the Staff of Parthalan for the PS3

I was having the same problem too. I kept registering for the newsletter on the main page of the DA2 site, but it never seemed to work, until...
I went to the "Staff of Parthalan" page: http://dragonage.bioware.com/da2/info/parthalan/
On that page click the link that says "Click Here" to claim the staff, and it'll redirect you to a page where you can log into your EA account to subscribe to the DA2 newsletter. It's okay if you've already subscribed to it, just do it again. Afterwards, you can find your registered in-game bonus items if you sign into your EA account on this website and go to [Profile] > [Your registered game content].
After you've subscribed again to the newsletter via the link above, the PS3 version for the Staff of Parthalan (if you haven't gotten it already) should unlock. I can confirm that it did for me just now. If it doesn't for you, then, well...I have no idea what's wrong.
Hope this helps anyone having this issue.

Maybe try doing it again? I just went to the site, clicked the link, signed in with it saying I was now signed up, then clicked on the provided link to go to my game promotions.

I don't know if it'll work, but, try clearing out your cache/saved passwords/cookies and signing up for the newsletter again via the staff page I linked above using the same EA account you use to log in here. You've most likely done it before, but if it doesn't work again the first time, try again a couple more times. If it ends up not working at all, then I have absolutely no idea how to help you lol. Best contact EA if there's no progress whatsoever, or, trying searching the forums.
BioWare must've hid the search bar because I can't find it as easily as I use to, so here's a link:

I've now applied for the newsletter twice, and although the Staff does appear in my game promo section, and I can click on the More Info link,and it does indeed say, "You can now claim this in game" etc..
When I go into the game, and check the extra's menu, the staff remains greyed out, and it says to check with Social.Bioware.com on how to unlock.

Be sure you're connected to the internet and signed into your EA account (the same one the items are unlocked under) while playing Dragon Age 2. It should update itself.

Try again a few more times and make sure you're signing up for the newsletter via the Staff of Parthalan page. If it still doesn't work after 2-3 tries (and you've checked your registered game content) then my advice is you contact EA or BioWare. Also, as someone else mentioned before - make sure you're using the correct EA account and that it's spelled correctly lol. Smallest mistakes could make the biggest difference.

For sure. Like I said, and as you probably already know (or have done) - just be sure to be connected to the internet on your PS3 and signed into the same EA account you use here.
Also, if you haven't already...maybe try registering your game to your account if what you've already tried (or have tried again) still doesn't work.
