I had the same issue as everyone else. When trying to install Black Emporium or High Texture it would say DAII not installed. The fix for me was changing my Windows 7 region to US, AND playing the game up until I could save it (ie past character creation). I then exited the game and both installed no problem. Hope this helps some people!
