Like the title says I am not able to summon my Mabari not sure if this is intentional because I was able to use it only ONCE before but not anymore yet I see him back in lowtown in Gamblems house.

It's not intentional. I'm having my own problems with him (social.bioware.com/forum/1/topic/300/index/6422079), but I can call him whenever.
Make sure he's not already summoned somewhere (the sustained abilities UI is a little different than in Origins, so it took me some getting used to).
You can try these tricks:

i have a similar problem, whenever i whistle for him( i can hear the whistile) he just never comes..
