Stuck at a dialog bit where he asks you if his friendlyness is making you uncomfortable. For some reason the "No" options have that romance heart on them, there's no "You needn't bother" option A LA Zevren, and the only rejection comes off as dickish and gains you rivalry.
How do I avoid his romance without gaining rivalry or costing me conversations?

I've come across that and haven't found a way to avoid this without gaining rivalry. Previously, I made no intention of romancing him while I was recruiting him and was just nice to him afterwards. I say, just flat out say no if you don't want to romance him. It's only 10 points and there will be plenty of opportunities to raise his friendship.

I haven't found away to avoid it either. So I left as a broken heart or ended any romance possibilities, I figure it might get worse (more disapproval) later if I left it.

Yes, this seems incredibly poorly designed. I hate taking that rivalry hit.

Romance him up to the point of when you can ask him to kiss you then reject him you should gain no rivalry points.

If you choose against romance on the first choice, saying "keep telling me I'm beautiful.", then you will get a second choice. If you choose normal there then he will say he is unable to begin a relationship with the character because of the effects of Justice in him.
+10 friends is result if I remember correctly.

Pretty much.
Even the somewhat neutral option which I took ended with him getting mad, and me taking the rivalry hit. Didn't like that, but ultimately don't care. Wasn't planning to romance him, so the fact I had rivalry meant nothing.
Of course, seeing his later actions, don't really care to be friendly with him in future games, either.

Just take the rivalry hit. You can repair that by just telling him you like mages later on... no big deal.

We are in the spoiler section so I'm going to level with you people: TAKE THE RIVALRY HIT.
Know why?
It's pointless: he's going to blow up the chantry and you'll be (pretty much) forced to kill him no matter what. It's like worrying about rivalry points with Carver in the early game when you are playing a warrior/rogue--again, doesn't matter.

This game is designed to be played one way -
Romance with Anders - betrayal by Anders - Bioware applauding themselves for creating a tragic story.

Whoa, let's not go crazy here... hit it??? That's a no-no. Hell, I even pretended to be gay in my first game just for the friendship points, but that's all that happened, I swear! o.OHTTP 404 wrote...

I was a bit caught off-guard. I seemed to remember him saying something about good food, pretty girls and killing people with lightning in Awakenings. Sure, he acted silly, but I thought it was his way of dealing with the whole apostate status business back then. Stranger yet, his romantic history changes with his orientation depending on the Champion's gender. Femchamps get a str8 Anders, and Dudechamps get a gay one?
Sense any that does not make.

The champions Chromosomes are powerful enough to change the orientation of those around the champion. Its why Meredith doesn't kill the champion shes in love with him/her.

omg that is awesome. "Anders gets what Anders want."
To be fair, someone else noted that if you tease Anders first time around saying "Justice must like all the trouble" (paraphrase) you only get like +5 rivalry and Anders/Justice gets all glowy and offended, which will shut the conversation down completely.

You can return the flirt one time without having to take any further flirt/romance options. My f!Hawke simply gave the ambiguous answer ("Well, I won't say I want you to stop..." or something similar) and then never flirted with him again. No ill effects, and still gained friendship. I was playing her as a diplomat, though.
