 I've recruited all other party members, and I did the quest Sebastian posted on the bulletin board or whatever and talked with him at the Chantry, and he thanked me and left. When/how do I get to recruit him? D:

You have to wait till Act 2 ie after you come back from expedition.

Thanks! I didn't want to move forward in the main story if it meant I was going to accidentally skip recruiting him. Lol, I was so confused when he walked away I was like, "No wait, where are you going?!"

Good to know. I had the same problem. I was waiting for my character to get the option to club him upside the head and drag him into the party or something.

Wait, wait.

I bought the DLC and started a new game. So where exactly am I supposed to meet Mr Vael? If it is in Act I, I did not, and I just finished it. I checked the Chantry board maybe twice and did not see any quest. No cutscene. Is something wrong? When in Act I is the cutscene supposed to happen? Does it matter? Day/Night?

Siiiiiiiiigh. Nevermind. Apparently I simply had to log out and relog into my account inside of DA2 for the DLC to get activated. Might have helped if it had been in the instructions, just sayin'.
