In my case, I want to upgrade the staff of parthalan. I remember in Origins where you could upgrade your item by leaving it in a chest or rebuying the item from the blacksmith.
Can you upgrade weapons via chest or weaponsmith?

Happens automatically as you level, from what I can tell anyway.
EDIT: Or does it upgrade at all? I just realized I had replaced the damn thing because it's dps was becoming inferior.

Thats the thing. I got to act 2 of the game but my item didnt upgrade at all. In fact, the staff of parthalan went from having 5 stars to 2 stars. I was hoping it would be upgraded.

Only a few items upgrade. I think Fadeshear does. They will tell you if they do.

They probabally fixed that bug.
