Not sure what the deal is with this, but I also get an "items received" notification for a "Guard-captain's Ranked Plate" at the same time as all the quests after the discussion with the viscount, an item that as far as I can tell doesn't show up anywhere. And a google search yields exactly no results. Anyone that can shed some light on that?

I tried that too now and after Bethany's arrest, "Consoling Words" worked without any problems. It really is "Mourning" that is is bugged here it seems. To bad, I really wanted to have Beth being a Grey Warden in my first playthrough.

The Guard-captain's Ranked Plate is actually a set of armor for Avelline.
I have no idea why it would say we received it though, because its never actually in our inventory as far as I can tell.
I wish someone from Bioware would comment on this issue, at least give us some kind of phony "we'll try to hurp this durp" message so we know they're aware of this. Or maybe if they'd give us a toolset we could patch this kind of stuff up our selves. I'd like to play Act 2 sometime this year.

Complete A Talking To and On the Loose.
Go to Merril's home, you can have the broken dialog and when she's without a quest run the console command option.
runscript zz_mrl_debug
Select Main Quest
Act 3
And then select 1 - Start Merrill Notify.
It should add the quest "A New Path." Also teleporting you to High Town when it does.
You can now commence the quest as normal.

If your sibling is taken to the Circle/becomes a Templar, you should get the quest "Consoling Words" instead.

Also, it affects the PC as well, not only consoles.
