I had that error, but that was when I was remote desoktop-ing. Not sure what your cause may be however.

Have you tried to run the game as Administrator?

I mean run the game as administrator.

Right click on the game short cut and select "Run as Administrator"

by default software are not launched with Administrator rights unless it pops up the UAC. This just force the UAC to occur.

Might work, might not work, worth a try.

Try to run the game exe directly (it is in the dragon age 2\\bin_ship folder) as oppose to the launcher.

I'm getting the same problem on a standalone admin account on a XP Pro SP3 machine, all drivers updated and norton is not flaging anything as a problem! Any assistance would be helpfull. Going to try a Clean Boot to see if that works. If it does i'll net you know.
"Clean boot.
Click on start menu - type in MSCONFIG in the search bar or from Run - Select "Selective Startup"
Click "Load start up items" off then go to services tab, click the box that says "Hide all Microsoft Services" (IMPORTANT) - Then all that is left is your user loaded services, click disable all. Reboot system. Clean Boot."
