I'm getting this error as well. Nothing seems to fix it. Updating drivers, windows, and directx hasn't helped at all. I'm REALLY getting ticked off.

This is ridiculous! So I can't play this game due to an error with DRM activation? Looking at the ME2 threads makes it look overcomplicated and silly. (And my ME2 game works great...)

Hi all, I've been wrestling with the same issue for the past couple of days - problem is with the game's draconian (ah-ha-ha) DRM system. There are files omitted from certain versions of the DA2 installer that are needed to actually play the game. Quick fix for me was installing a retail version of the first Dragon Age game which contains PhysX updates/Air updates and the C++ ones needed. And it works! Hurrah.
