If he survived, he has cameos in the Act 2 finale and Act 3 mid-point quest before returning as a companion in the Act 3 finale. (Maybe, depending on friend/rival)

In act 3 final, it's actually depending the side choice, not rival or friendship. Carver is Templar so you need to be his side to have him as companion. But basicly sayed, after Deep Road you siblings are gone for good.

This is not entirely accurate. If you made your sibling into a Warden he will rejoin you, regardless of which side you choose. Already confirmed this with a Warden Bethany and full friendship, while joing the Templars and will confirm soon for Carver, while joing the Mages (I suspect his reaction will be similar).

i only found out carver can be a warden lst night lol and yes i made him a warden i didn't really like him but i didn't want him to die

Templar Carver joined me in the fight alongside the mages, even though he was just about a third on the friendship path, so I guess, he joins you regardless of rivalty and friendship or which side you take (at least, he never turned on me, neither has Bethany)

No, if Carver is at 2/3 rival or more and a Templar, he will not help Hawke. Same if you Rival bethany and put her in the circle then side with Templars, she won't help. A warden sibling always helps. Now with the Legacy DLC, you can have the sibling in your party for that and, whatever friend/rival points you gain there do hold when you go back to the base game so, it gives you a chance to change how they will respond in act 3 post deep roads.

Ok, didn't know that. I was never that far down on the rivalty path with Carver (I always managed to do something, he likes, even though he doesn't like me most of the time)

If Carver is still alive, he IS available for both the story DLCs. Make sure you have Merrill in the party, too.
