In act 3 final, it's actually depending the side choice, not rival or friendship. Carver is Templar so you need to be his side to have him as companion. But basicly sayed, after Deep Road you siblings are gone for good.
This is not entirely accurate. If you made your sibling into a Warden he will rejoin you, regardless of which side you choose. Already confirmed this with a Warden Bethany and full friendship, while joing the Templars and will confirm soon for Carver, while joing the Mages (I suspect his reaction will be similar).

Ok, didn't know that. I was never that far down on the rivalty path with Carver (I always managed to do something, he likes, even though he doesn't like me most of the time)
