Hey,

My friend is having a difficult time getting the letter to begin the "Bait and switch" quest. I'm not sure how I got it on my playthrough, it just randomly appeared and I didn't think anything of it. But she has done the exact same quests as me so far and has yet to recieve anything.

Is there something specific you need to do in order to get the letter?

Any help is appreciated.

I know you have to complete "A Business Discussion" (first conversation with Varric in The Hanged Man) before you get the letter. Besides that, I have no idea. I have a similar problem - I got the letter a while ago, but can't find the dwarf who's supposed to start the mission.
