The thing is - not everyone has this issue. Why do some people have it and others most definitely don't? It makes sense that there would have to be some common element for the minority of users who have this issue.
Bioware seems clueless (and this issue isn't apparently consider "major"), so I'm just trying to at least offer some reason for them to care.

Who says they don't have it? If they don't see the issue or report, it doesn't mean the issue isn't occuring on their game.

I have 2 friends with the game (both on Steam) and they absolutely do not have it. I've seen the game running just fine on 2 different systems in full-screen as smooth as glass. It's not an issue for everyone.

And this is something I refuse to believe. Like I said the issue might be minimal on their systems, but I'm sure it's there.

Yeah, the issue not being noticeable is not the same as the issue not being there at all.

I also seem to have this issue. It is very odd as with fraps running the framerate does not seem to go down, but there is still wierd stutter if i do not hold down the right mous button.

I am using the newest beta driver and changing to windows basic does not work.

Exactly the same issue here. Running in windowed mode makes the problem disappear.

Have the same issue here. When holding down RMB or having moved the pointer down to the skill bar the game runs perfectly smoothly for me. I have tried swapping out pointing devices to no avail. I recently noticed that although the settings state the game is running in "Full Screen" my screensaver will actually activate and push the game into the background. This even occurs with a modified shortcut to force full screen mode.

I have this same issue...

BUT

I got DA2 right on release and didn't have this issue, then I switched to Assassins Creed Brotherhood right about patch 1.01 came out, so it's possible that issue appeared after patch (can't confirm), but then again I also updated my Nvidia drivers to 266.58 and latest Nvidia Physix, so any of the three mentioned changes might be at fault...

* I run Win7 32-bit

I've been playing around with my settings on Very High on a 460 and found that turning off diffusion depth of field helps a lot with this issue.

Man, I'm glad that I'm one of the people who could "fix" this by playing in a window.
Who knows if/when they'll ever fix this.
At this point I've already gone through the game and am now just hoping this is fixed for any future DLC's or an "Awakenings" type of expansion.

Just a quick update, Patch 1.02 did not fix the problem for me.
Still stutter with mouse on screen, no stutter with mouse an skillbar / right mouse button pressed.

Awesome. Looks like everyone better get used to holding the right mouse button or playing some other games in the meantime.

Still have this issue as well. It seems that Bioware either don't read their forums, or they think people with this problem are just nitpicking. No Bioware, we are not! It's an issue that makes this game, at least for me, absolutely unenjoyable. Not to speak of the general poor performance on far- above-average machines... This patch didn't change a thing performance-wise.

I don't think they really even looked at it until recently. The "fix" that was posted here wasn't even related, and it wasn't listed among the major issues in the sticky thread.

I'm sure it's easier to fix minor quest bugs and statistical glitches than something that ruins the game for a variety of different hardware/software combinations.

How disappointing, read that the 1.02 patch was out so I fire up the game and discover this bug is still present. Hopefully this issue can be hotfixed soon, it's really detracting from the experience.

Saw this on page 3, figured it was important since people are still experiencing it including me, decided to bump for exposure

I was in the beta test group for patch 1.02.
The issue is adressed and bioware is working to reproduce and fix it - maybe in 1.03?

I cannot say more but no worries...they *are* aware of this problem. :)

I am glad that I stumbled on this thread, as this issue has been somewhat spoiling my enjoyment of an otherwise great game. I really hope it does get addressed!

Huh I have this issue as well. It's slight but noticeable. (And the framerate doesn't drop the screen just gets a little stuttery.)

Just an update on this issue:

Looks* like we've got this issue resolved (finally). Assuming all goes well, it will be included in the next patch
