I had this problem with origins and was unable to fix it. It also happened initially with the DA2 demo but went away after I updated my video adapter driver. Unfortunatly, it is back in the full game. During the cutscenes the sound effects lag behind anywhere from 2 to 3 seconds. Voices are spot on, just the sound effects. I've tried toggling force stereo on and off. Any other ideas?

I have a similar issue, but only with cutscenes. I think it is because the sound track plays before the scene is fully loaded. Not sure if any solutions exists other than Bioware patching it.
Or Switching to a lower visual setting so scene loads faster.

I've been having ALL the sound effects and dialogue in cutscenes run at least a second behind , but only in cutscenes that are not done as part of the in-game engine (if I'm phrasing that right).
Early examples - standard dialogue and SFX work fine, but scenes like Varric in the interrogation chamber, the dragon roaring and swooping in before Cassandra calls BS are way behind, and it gets worse as the scene goes on. It's especially jarring when the scene goes from out-of-engine back to in-engine, when the two tracks play over each other.
