I finished his "duty" quest, got a reward for completing the quest..

But the Question is.. How/When/Where do I recruit him?! T____T He was supposed to be my rogue... OTL...

You'll know when it changes acts. Ac 2 is after the Deep Roads.

I'm working on trying to romance Sebastian. I've managed to flirt with him once, and he got sort of flustered and said he needed to go pray. It's pretty slow going. I'm noticing a lot more dialogue and flirt options for the other companions.

Oh good because I was like the same like 'WHY THE HELL AREN'T YOU JOINING MY PARTY!' i was upset...but if that's the case....lol

He joins during Act 2, and sticks around until the end (at least he does if you tell him to stay in the Chantry). Sebastian doesn't have a full romance like Fenris or the others. He won't move in, and because of his vow of chastity, you can't sleep with him. So long as you don't flirt with anyone else, he can be romanced. I'm not sure how it goes if you push him to reclaim his throne as Prince of Starkhaven, but if you tell him to stay in the Chantry, he'll eventually ask you to "marry him" and join the Chantry..but it's not actual marriage, just marriage in the eyes of the Maker.

With the rival romance at the end he says he will go back to Starkhaven and the marriage of the Viscountess and The Prince of Starkhaven will be the strongest alliance the Free Marches has ever seen.

That's what the strategy guide says, but some people have reported that it isn't true.
