I've been in and out of Lowtown any number of times, day and night, and have yet to see the marker for Shepherding Wolves.  (Yes, I've checked walkthroughs to see where I'm supposed to pick it up.)  I have not yet encountered Petrice at all.

Would anyone have any idea why this isn't spawning for me?  I'd like to get the freaking boots before heading off to the Deep Roads.
