the quest is on the tab of the rumor but somehow i don't think i can activate the quest....

also there is another problem.... even though i finished the "act of mercy" it still stays in the active quest tab...

anyone going through same stuffs?

I've got the same issue with Shepherding Wolves: it's in my rumors tab, I've been to the right area at the right time of day, and the trigger person has never shown up.

You have to complete Blackpower Promise main story quest first.

Yeah, I just figured out the Blackpowder Promise thing about 30 seconds ago when I finally completed that quest, and was just on my way back here to post that. Thanks, though!

i have completed it, but i'm unsure as where to find the trigger person for the shepherding wolves quest. chantry sister in lowtown, the entry says, but i'm not entirely sure where to go. =S
