There is no tome atleast not in the console version I have been to all merchants looking for it. The Only tomes that can be bought to open specialization is Ranger, Spirit healer, Berserker. All others can be taught via companions or are story related like Redcliffe caste when you go into the fade or the Reaver.
not true. You can buy assassin after the landsmeet, at the very least. Don't remember what other ones are purchasable.
