Harrowmount's Staff has a Mage Restriction on it, but clearly he was able to use it, so... Does that make him the first dwarven mage?

He's not the first, but he is part of an order of secret Dwarven magi whom use their powers to get nothing done without the help of others. Indeed he wields the mighty ability of "CannotEvenDoItRightWhenGivenThrone" a rare and mysterious power in and off itself.

Well in all seriousness, it's heavily implied that dwarves used to have magic (coughSandalecough). I suppose it could just be a relic from that time. Even if that isn't the case, dwarves are famous for working with lyrium. I suppose they could find a use for a stick with the stuff built in.

You see all of the Deshyrs holding staves in the crowning moment. And the actual description of the staff Harrowmont gives you says it was used as a back scratcher. Before that, however, it was given to a noble hunter by a grateful human Mage -- said hunter worked her way into the Harrowmont clan.

That said, the Primeval Thaig of DAII and much of the lore on the Dwarves points to them having been Mages at one point in time.

I think the OP's point is that as a non-Mage, Harrowmont should not have been able to equip the staff.

No, Harrowmont's not a mage. The devs just ignored the requirement on the weapon. Anyone should be able to pick a mage staff up, but only a mage would be able to properly use it as it's meant to be used.

eg. The sword Spellweaver has an Arcane Warrior restriction on it, but the item description explicitly states what happens when both a mage or a non-mage picks it up.
