I've given him a starkhaven bow upgraded with two elemental runes, which should inflict about 120 damage per shot, but there are periods during which he strikes succesfully only the shield icon pops up next to the enemy's health bar and do next to no damage.

turning on "show damage" seems to have fixed that issue...or then again maybe not and i just got lucky.

I believe you are encountering an enemy that is resistant/immune to the current type of damage that Sebastian can deal.
