There is a side quest where a Dwarf will fund it for you.
Check your mail at home to get it and then he's in Lowtown.

I have done all the mail quests and no one offered to fund it.
However, I went to the Hanged Man, talked to Varric once and that part of the quest came up as completed. I am very confused.

Have you been spending too much gold in the markets? I find you can adequately equip yourself just sticking with stuff you find in dungeons. A little splurging on the merchants is okay here and there. I did pretty much every last quest in Act I and I have about 58 sovereigns. This is after spending a good bit at various merchants. But if its still an issue, as the previous poster said, the "Friends In Low Places" quest will get you the rest of what you need, if worst comes to worst.

The ingame note says he is in the Low-Town Bazaar (night) but I can't find him. Where is he exactly?

I don't know exactly how far you have to push it, but I completed just about every Act I quest except the one for the Herbalist. It's activated very late in Act I via a letter at uncle's house in Lowtown.

Freeza, did you use the 'money' conversation options? I generally avoided them. I even turned down a few rewards.

Once or twice, but I was Mr. Goody-two-shoes for the most part, unless someone really needed killing.
