Actually, This issue had to do with digital copies of the game. like from EA, or Steam. They install different than how the DVD version installs. Different file paths with silightly different registry entries. The manual download by default are looking for the DVD type installation.
EADM can you choose the install file path? if so I'd say reinstall the game but make sure it is C:Program Files (x86)Dragon Age 2
If you can install it to the correct file path then the manual downloads might work. However, this won't work for steam because you can't choose the file path when installing, but you might be able too for EADM.
It shouldn't matter where it is installed to so long as it matches the Path in the registry as this is (almost certainly) how the DLC installers are detecting the installation path of the game. If the Path is missing then as far as the game is concered the game is not installed.
It is possible to query the registry to see where it thinks your game is installed (assumes 64-bit OS):
Click Start | All Programs | Accessories | Command Prompt
Type (or copy and paste) each of the following command followed by [Enter]:
REG QUERY "HKLM\\SOFTWARE\\Wow6432Node\\Bioware\\Dragon Age 2" /v /t REG_SZ /f Path /d /e
This should return something like this:
HKEY_LOCAL_MACHINE\\SOFTWARE\\Wow6432Node\\Bioware\\Dragon Age 2
Path REG_SZ C:\\Program Files (x86)\\Steam\\steamapps\\common\\dragon age ii
End of search: 1 match(es) found.
If so check to see if the Path specified is indeed where you have installed the game. The above location is the default for an installation using Steam.
Alternatively if you receive the following then it seems that the registry keys used by the DLC installer to detect where the game is installed is missing:
End of search: 0 match(es) found.
If this is the case you can either go through the usual rigmarole of contacting Technical Support, rebooting your machine a few times, uninstalling and reinstalling the game, etc... or if you feel comfortable with it you might try the procedure I outlined to manually create these registry keys: social.bioware.com/forum/1/topic/300/index/6445619/3#6502736.
Update: It seems that the missing key is added when 'DragonAge2Launcher.exe' is run but only if the launcher is run with administrative permissions otherwise it silently fails to write to the registry. Interestingly it only sets the 'Path'...
EDIT: If you are running a 32-bit Windows OS then you'll want to try the following command to query the current path instead:
REG QUERY "HKLM\\SOFTWARE\\Bioware\\Dragon Age 2" /v /t REG_SZ /f Path /d /e
and it'll probably produce a Path like this:
HKEY_LOCAL_MACHINE\\SOFTWARE\\Bioware\\Dragon Age 2
Path REG_SZ C:\\Program Files\\Steam\\steamapps\\common\\dragon age ii
End of search: 1 match(es) found.
EDIT 2: As this is a read-only operation you should not need administrative rights to run these REG QUERY commands...
