I am in act 2. I completed Fenris's quest and then went to speak to him at his place. He's well into the friend side. I then went back to Hawke's estate and night, hoping to find him there...nothing. Is there a waiting period or certain point I have to reach first?

And the romance scene didn't initiate? After I left the place there was a forced trigger for me, but that quest may have been the last push I needed into full friendship.

Do you have to be at 100% friendship first? If so...I may have to start the whole game over. *sigh*

I wasn't at full friendship when I started the mission. It may trigger later. Just keep building up friendship and see if it turns up.
