I found out what my problem was with the game I think.  I pre-loaded the game on my Alienware from EADM but yesterday I loaded the game on my new Toshiba.  The Toshiba worked perfectly, but: 1) it doesn't have the high resolution pack installed and it wasn't a pre-load obviously.  So I uninstalled the copy off my Alienware (the pre-load) and reinstalled it fresh, no high resolution pack and the menus are working, both saving and inventory.  Anyway, I thought that this might help those who pre-loaded from EADM or anywhere else.  I think the pre-load was broken.  I can't take the credit for this.  My soon to be 15 year old son figured it out last night while we were puzzling it in the middle of the night.

BTW, I chose directx 9 though my laptops both support directx 11.  You may want to try this.  It seems to have fixed my menu issues.
