Operating System: Windows 7 professional 64-bit
Processor: AMD Athlos 64x2 Dual Core Processor 5200+ (2 CPUs), ~2.7GHz
Memory: 4096MB RAM
DirectX Version: DirectX 11
Video: GeForce GTS 250, 2792 MB, 1600x900 (32bit)(60Hz)

Video Drivers:GeForce/ION Driver v267.24 BETA(the latest beta drivers)
DirectX 11: telling me it is up to date.

I have downloaded the High Resolution Textures

Every time I launch the game it reverts back to High settings, with Very High greyed out. I've been trying to resolve this since release, and I am looking for any ideas.

Your video card isn't powerful enough to run the Very High graphics. It is, after all, only a renamed, refreshed Geforce 9800 GTX-plus.

My buddy is using a 9800GTX and is playing the game on very high settings.

What driver, what CPU, and what Operating System? They are all part of the picture, as is whatever you have sitting on your task bar tray.

Very High requires directX 11 hardware. Your card has directX 10 hardware support, so the highest you can run the game is "High" (which is still using the directX 11 renderer.)

Your buddy is not being very truthful with you, People with 480's & 580's are getting low (a lot of the time unplayable) FPS You should try lowering everything starting with Graphics detail then AA and if needed resolution until it is playable and then wait for a patch for the game and the latest drivers on your card then see if you can crank the quality up a bit.

Good luck.

His problem isn't performance. He just doesn't know that his card is a DX 10 card, and very high requires DX 11 hardware.
