Im trying to do this quest, but the Bandit Leader is just standing there alone and im not able to interact with him at all. Is this a bug or am i doing something wrong?
Who needs rescueing?

Is he standing still? Maybe he thinks you're a t-rex and if he stands still you can't see him. 
or it's a glitch, I personally wandered up and down the coast and there was no bandit leader so that was unfortunate.

Ja, me too. Not the only glitch in the game, Bioware you need to address the quest issues.

It's a bug, many people have had this issue and there is little to do about it until the patch is released (at least on consoles).
