2 from basic Blood Magic Spell + 1 from upgrade + 2 for two separate rings that you can buy in act 2 + 1 for Talisman of Serabeth + 1 from a glove + 1 from a staff + 1 from Neophyte robe bought from Lowtown
For Merril, you can get upto 7 since you cannot equip her with the glove and robe
This is the highest that I've been able to get.

If you are yourself a Blood Mage, then it is possible to get 1:9 ratio, here's how
2 from basic Blood Magic Spell + 1 from upgrade + 2 for two separate rings that you can buy in act 2 + 1 for Talisman of Serabeth + 1 from a glove + 1 from a staff + 1 from Neophyte robe bought from Lowtown

I think there are multiple versions of Neophyte Robes like Ornate Rings, the one that I bought had 151 armor and required 24 Magic and 24 willpower.
I'll try to list all the items that I've mentioned above
1. Ring of Transitional Power
2. Ring of Ruin
3. Talisman of Saarebas (Amulet)
4. The hands of Fate (Gloves)
5. Neophyte Robes
6. Corrupted Acolyte Staff (there is another staff avaiable in act 2 from the merchant in the Wouned Coast, I was unable to buy that one as I was low on gold that time
So from just items alone you can get 1:6 ratio + 3 from power and upgrade to a grand total of 1:9

Also the trinket shop in lowtown may randomly stock a ring or two that improves blood magic,
they'll be called the ring of minor cantrips but its random, you may get rings with the same name but different abilities.

Just wish I had known that spell damage is related to the base damage of the staff you use (this has been confirmed here ) as I had her running around with a lower level blood mage staff that had nice bonuses like +30% cold damage.

Update: In my second playthrough as a Warrior, I came across Neophyte Robes that had the same stat but did not have any Blood Magic bonus. I think a lot of items are generated in the game randomly.

thank you for the answer I have been looking for it for some time
with some blood magic trinkets, sustained abilites and all Merrills attribute points put in constitution and magic I can make Merrill into serious killing machine
