I was wondering if Fenris would be an acceptable tank if I got him Taunt and went down the defender line a ways. With this could I role without Ander. This is all on Normal Difficulty. So party would be...

Fenris: 2 handed tank/dps
Merril
Isabella
Is this even possible without the best tank and healing with potions?

I don't see why not. He should tank fine, especially on normal. I'm playing on hard and the only time I could really use a healer is in boss fights even then it's still possible without one.

It's definitely doable. You might want to micro him more than you would a weapon-and-shield tank because he won't have Shield Wall and Perception (and will therefore take more damage for enemies attacking him from behind), but even that might not be necessary on normal.

I have him as a tank currently and he does just fine on normal mode. In fact some of his Tevinter Fugitive talents improve his defense, strongly suggesting he's meant to play as EITHER a dps or tank role. He tanks just fine (though you'll have to respec him with the Maker's Sigh tome to get the most out of it), but I will admit as a dps warrior he is absolutely an elven wrecking ball!

i prefer fenris tank over aveline. they both are good tanks but fenris can actually kill stuff relatively efficiently

Fenris is a much better warrior than Av IMO, he's just a buzzkill to the party. Varrics banter with him is always great though

DPS tank, not meat shield tank, I find Av dies just as quick even upgraded, and Fenris kills more people....

Look at Fenris' specialization tree, the first sustainable adds 20% defense. plus it gets better as time goes on. He makes a good tank/

I might give Fenris tanking a shot, then. It seems like it's important to strike a balance between killing one wave before the next wave comes and being able to take a ton of damage. With Aveline doing basically nothing, I would often find myself overwhelmed, but feared that any other Warrior would just die too quickly; Fenris conceptually offers a middle ground.

this doesnt really apply to Fenris specifically but my Hawke was a 2H warrior initially just for dps but then sword and shield as Avaline was boring but its not just her, the whole playstyle of Sword and Board in DA2 is dull, so i respected back to 2H except not full on DPS this time, picking up the tank style talents from Warmonger and honestly its worked out great. I play on Hard and he hold aggro better then Avaline even without Varric's help and does an appreciable amount of damage. I haven't gotten to the end of the game yet so i'm not sure if he'll be tough enough towards the end but i've been playing so far with him, Bethany, varric and Isabella and I havent run into trouble yet

If Fenris is a tank, I'd say he's the bullet end of a tank. He's BASICALLY my tank, but it's not really fair to call him a tank when any enemy that goes near him just explodes in a sea of gibs. Have him taunt (or scythe into groups) and when surrounded by 3 or 4 enemies do his pulse then tornado then mighty blow then watch the guts fly.
I've got him equipped with the Hayder's (or whatever it is) Razor.....he reminds me of Advent Children Cloud. Fun to watch.

I had a horrible time with Fenris tanking the dragon in deep roads act 1. He was getting knocked down every hit basically and wasn't building any threat, doing no damage at all. I ended up pulling aggro with my character (rogue) and just kited the dragon around in circles while Varric did all the damage. Fenris was just used to kill all the little dragons.
Am I missing something in his talent spec to keep him from getting knocked down so much. The damage he was taking was fine, just couldn't build any threat because of all the knockdowns.
