Being a Computer Geek for the last 15 years building computers as a hobby and as a business, these are problems I run into when people come to me with slow computers that they think need to be replaced. I'd like to extend some knowledge here and hope everyone gets a chance to enjoy the game as I have so far.
Anyhow, here is a few things to go through before blaming the game or giving up. Yes, it could very well be the game, but it is good to check your basis first.
First, let's go through the Recommended System Requirements:
Windows Vista - 64-bit, Windows 7 - 64-bit
Intel Core 2 Quad 2.4Ghz Processor or better
AMD Phenom II X3 Tri-Core 2.8 Ghz Processor or better
4GB of Installed PHYSICAL RAM
7GB of Free Hardware Space
ATI 3850 512MB or Better
NVIDIA 8800 GTS 512MB or Better
DirectX 11: ATI 5850 or Better
NVIDIA 460 or Better
Now, if you don't meet all of these requirements, you will need to run the game at maybe 50-70% of max settings. This can include Vert-Sync, Antis-Filtering, Resolution and the High-Resolution Texture Pack, as well as other things.
Your issue could be caused by a lot of things, but first, be sure you update all your hardware drivers:
Video Card Drivers
Chipset Drivers
Network Drivers
Sound Drivers
If you haven't restarted your computer since you installed the game, do that too, obviously...lol
Disable all of your anti-virus software when running the game. I don't use Anti-Virus software, as I always find it more intrusive than any of the damn things it is supposed to protect from. But, in any case, disable all anti-virus software when running DA2.
Beyond that, it could be your page file. Say you have 4GB of PHYSICAL RAM installed (Remember, 1GB of RAM is 1024MB, so 4GB is 4096MB). Be sure your Virtual Memory is set to either automatically manage, or minimum = 2X your ram amount, so 8192 MB for minimum and 2X that for max: 16384 MB. Sometimes it will suggest a restart. Always restart after you change your Virtual Memory. The effects can not be realized by the Operating System until you do.
Do you have a minimum of 10% free space on your Hard Drive? This is recommended by Microsoft to allow your computer to run smoothly. For example, if you have a 500GB HD partition for your C:\\ drive, then you need to keep at least 50GB free space.
For all 64-Bit Operating systems, if you have more than 75 Processes running, it can severely lag any programs you may run on top of that. You can check this in your Task Manager.
Be sure you don't have any network activity running in the background. This can be checked under "Networking" on your Task Manager. Run this before you start the game. If you are getting any activity, it can cause lag in the game with the server if you are running it while logged in INSIDE the game. If you do have network activity when there shouldn't be, then you need to find out what Process is running that network traffic and END that Process Tree. A lot of programs can cause this: i.e.: Itunes and other Apple software, Adobe Software, Peer2Peer programs like Limewire and such, RealPlayer software as well as many others.
Try running the game AS ADMINISTRATOR. Sometimes this can help.
If your computer was pre-packaged, meaning you bought it already built, by Gateway, HP or whatever...then even though you have 4GB of RAM, it could be very slow RAM. Check it and be sure, as pre-packaged computers generally use really cheap parts with minimum performance, so you can get the good deals that they often offer as pre-build computers. If you added the video card after the fact, then you may not have a powerful-enough Power Supply. Your card will need a minimum of probably a 550 Watt Power Supply. Anything less, and you will notice degraded performance of programs that demand a lot of the hardware. In extreme cases, it can cause your computer to crash if you overwhelm a Power Supply. Most pre-built computers will only have a 400-500 Watt Power Supply, which is not enough for most aftermarket video cards suggested as the Suggested System Requirements.
Also, your computer may be overheating while running the game. This can cause the video card and processor to glitch, causing your lag in the game. Turn Off your computer and disable the power supply with the switch on the back. Then, clean out your tower with a vacuum or whatever as best you can. Remember to get the fans really good too. With the case open, turn on your computer, BUT DON'T TOUCH ANYTHING. Be sure all fans are operating. This includes case fans, Processor Fan, Video Card Fans, etc... Now, you need to check the operating temperature of your system. There are various programs out there for free that can do this. Close up your case, and start the temperature monitoring program. What are the temps of your system? Processor, and GPU (Video Card) should not be above 50-Celcius. Anything above 50 can start causing problems in the game. Start your game, let it run for a few minutes. Alt-TAB out and check your temperatures again. If the temps rise above 80-Celicus, then you will see a lot of problems in the game, as your Video Card is too hot. If you don't have a means to view internal temperatures of your hardware, or are noticing it is running too hot, then just go & buy a couple extra fans if you have some open fan slots. Be sure you are sucking air in the front of the tower and blowing out the back. This offers the best airflow. If you have a fan on the side, pointed at the processor, be sure the fan is blowing ONTO the processor, and NOT out of the case.
Be sure the fans on your video cards are working. Sometimes these can stop working, and while you don't notice it normally, when the video card is put to the test of a complex game like DA2, then they overheat and can cause the problems you are describing.
There are other things that could be a problem, but these would be a good place to start.
