This is driving me nuts: during the skirmish between Captain Ewald (sp?) and the deserters outside the city gates, Captain Ewald appears to repeatedly cast an AoE spell and also throws down his sword and fires off some other spell-looking thing. If I didn’t know better, he looks like a really-well animated Arcane Warrior. (I know this can’t be the case). What are those skills? Can I get them? I can’t be the only one that noticed this.

Hmmm. Could be Templar skills, maybe?

He is not the only one. I haven't finished the game yet, but I've seen at least 2 other Shield & Sword Warriors cast spells like that (blue twirling flames around self), and one of these guys is called "Templar Lieutenant".
Anyways, Templars must die. Mages will rule!

Yeah, if I have to be a templar to get them, i'm not sure i want them. Otherwise, it's really uncool if NPCs have skills I can't.

I've seen every single enemy commander use them. They never attack you throughout the entire fight. They just stand there, wave their sword in the air while swirly stuff surrounds them. Oh, and occasionally they throw grenades. Weird :/

The holy smite skill in templar tree is an aoe spell that does pretty good damage around the player and also either staggers or stuns i forget which one. I kno its not the same thing those liutenants are using but it is a pretty cool spell non the less. (the only templar spell worth anything imo)

It does seem like enemies have abilities you yourself cannot get. I don't know if I'm okay or not with that.

Why would you be okay with it? To me its just another thing bioware has added (or in this case NOT added) to limit this games potential...

Enemies definitely have abilities you don't. Just as the player has abilities they don't.
