I have sound and voice in every other part of the game.  I hear music and sound effects in cut scenes but not the people talking.

I have messed around with the speaker configurations to see if that will do it and nothing seems to work.

In the audio options, have you tried checking the "force stereo for headphones" box? This was an issue for folks in the demo (including me); could barely hear anything until I checked it.

I've heard this problem exists when you have a stereo setup and the game is outputting a surround signal. With surround sound the center speaker is usually reserved for dialog. If you only have two speakers that means you're missing the dialog speaker. So force stereo sound if that's the case.
