Bug: Read option for "A Letter for Carver" does not work?

There seems to be a problem with the the desk of letters in Gamlen's house.  Gamlen complains and tells me there is a letter for me on the desk. I check it and there is a letter called "A Letter for Carver". It's a letter from some girl called Peaches. I press "A" to "Read" the letter, the check mark appears, and then I back out. Nothing updates on my screen. I go to Carver and talk to him, he says nothing much. I go back and check the desk, the letter is still there although the check mark is gone. I try to press "A" to "Read" and nothing happens (not even the checkmark).

I reloaded to an earlier save and it still does the same thing. Is this supposed to start a quest? Has anyone else gotten this letter to actually work?

Same thing happens to me.

There are a couple of "junk" letters (including a phishing scam and spam!) later in the game that don't do anything. I'm thinking maybe there's nothing there but a little extra reading.

But how come the letter doesn't go away?

Some letters just don't.
