It has so it deals no damage to this dwarf with regular attacks or assassinate. Archer abilities like bursting arrow wouldn't help either because that's fire too.
Situations like this is why you pretty much have to carry a secondary weapon set when using an elemental one as primary. The need for weapon swapping has never been greater but the swap feature is removed. An archer rogue should ideally swap for daggers more or less every time assassinate is used but it's troublesome.
